Vacancy | Advisor – Logistics (x1)

The Copperbelt Energy Corporation Plc (CEC) is an independent power supply, transmission and distribution Company with interests in closely linked businesses, including fibre optic telecommunications, in Zambia and the Sub-Saharan African region.

CEC invites applications from suitably qualified, innovative and dynamic individuals to take up the position of Advisor – Logistics (x1) at our Head Office in Kitwe.

Job Purpose

The job holder will be responsible for providing efficient, safe delivery and expediting of goods and services from both imported and local sources in strict compliance with agreed contractual obligations to meet the operational needs of the business.

Key Accountabilities

  • Liaise, on an on-going basis, with and monitor the performance of the Company’s retained logistics services providers to ensure their compliance with the agreed key performance indicators (KPIs).
  • Proactively manage logistics, forwarding and clearing services by volume bundling and identifying cheaper modes of transportation.
  • Process payments for logistics or clearing service providers timeously avoiding embargos and delays with consequent demurrages.
  • Ensure appropriates modes of transportation, safety and risk mitigation is applied to reduce claims against CEC for the services obtained.
  • Effectively manage all import and export transactions of all consignments to ensure that they are done safely without any legal risk, in accordance with company procedures and at minimum cost and maximum speed.
  • Update the tracking systems in the ERP to ensure internal customers always have readily available interfaces for obtaining information they require for planning and executing their projects.
  • Respond to supply emergency requirements and deploy agile supply chain plans in order to meet customer requirements appropriately.
  • Manage the expediting of orders, liaise with the internal and external stakeholders and produce Expediting Status Reports.
  • Prioritize and expedite orders based on dispatch dates to ensure On Time – In Full – Invoiced Correctly (OTIFIC) principle is adhered to.
  • To notify internal customers or end-users of any potential “slippages” to the agreed delivery schedule.
  • Ensure all pre-alert documents for incoming goods properly completed and updated.
  • Prepare Packing list and Commercial Invoice for outbound goods.
  • Follow up with Clearing Agent for export documents (General Registration Certificate and Export Bill of Entry).
  • Call off goods on the Forward Purchasing Agreements (FPA) and place orders generated for consumables where FPAs are in place.
  • Proactively support the managemenent of the departmental budget by effecting appropriate financial and cost management measures.

Qualifications and Experience

  • Minimum: Full Grade Twelve School Certificate.
  • Essential: Bachelor’s degree in Purchasing and Supply or in a relevant commercial or engineering discipline from a reputable university.
  • Minimum 5 years’ experience as a logistician in the mining, freight and logistics, manufacturing or electricity industry in a role and context of similar complexity.
  • Graduate Diploma of the Chartered Institute of Procurement & Supply (CIPS) or Graduate Diploma in Chartered Institute of Logistics and Transport (CILT).
  • Advanced Certificate in Clearing and Forwarding will be a distinct advantage.
  • Membership of the Zambia Institute of Purchasing and Supply (ZIPS) or Zambia Chartered Institute of Logistics and Transport (ZCILT) is essential.
  • Member of the Chartered Institute of Purchasing and Supply (CIPS) or Member of the Chartered Institute of Logistics and Transport (ZCILT) is preferred.

Technical Competencies

  • Solid experience in Supply Chain Management systems and proven knowledge in implementing procurement best practices.
  • Practical knowledge in meeting set objectives, undertaking logistics and customs operations in a busy and demanding environment.
  • Practical knowledge of duties and taxes as assessed by Zambia Revenue Authority and international practices.
  • Proven experience in supervising customs agent or brokers and freight forwarders.
