Diesel Storage Tanks and Auxiliary Equipment for Lease

Introduction

Copperbelt Energy Corporation Plc (CEC) is an independent power transmission and distribution Company with interests in closely linked businesses in Zambia and the African region, including optic fibre-based telecommunications.

CEC Plc invites bids from reputable organizations and individuals to lease its fully fledged tank farm.

Location

The subject property is located in the Luano Area, off the Chingola – Kitwe highway, 18km from Chingola and 60km from the Zambia/DRC border at Kasumbalesa. The tanks are for storage of gas oil (diesel) only.

Description of facility

2 x 1,800,000 litres capacity fuel tanks, decant pump house, switch room, office, toilet with W.C. and shower and can be accessed by both road and rail. The tank farm is part of the CEC’s Luano substation.

Interested organizations are invited to submit sealed bids for usage of this facility on lease. It is preferred that the operator uses the facility for back-up storage as opposed to using it as a retail filling station.

Instructions

1. Bidders are requested to provide the following information together with their bids:
   1. Company profile including complete postal and street address details
   2. Licenses and documentation relevant in the fuels business
   3. Experience in handling fuels, especially diesel, including environmental, safety and emergency handling capabilities
   4. Business plan/detailed statement about intended use of the facility
   5. Financial information to demonstrate capability
   6. Sources and markets for the fuel
   7. Mechanisms for differentiating domestic consumption fuel from transit fuel and compliance with the Zambian tax requirements
   8. Offer rent per month in United States Dollars
   9. Three months commitment fee
   10. References
   11. Any other information that may be relevant for the consideration of the bid

2. Duration of contract

   The preferred tenure is at least two (2) years subject to negotiation.

   The bid, clearly marked “Lease of Luano Tanks” should be deposited in the Tender Box situated at 23rd Avenue, Nkana East, Kitwe, Zambia at the Security offices before 14:30 hours of the 30th September, 2015 and should be addressed to:
