Management
Most of CEC’s senior executives are based at CEC’s operational headquarters in Kitwe. A corporate office in Lusaka provides the Company with a local presence when engaging with various stakeholders.
The management of the business is structured into key functions – operations, maintenance, commercial and business development, human and organisational resources, legal, risk and HSES, corporate communication, supply chain management and finance. The profiles of the senior managers are set out below.
Qualifications: Bachelor’s Degree, Electrical Engineering, Master of Science, Electrical Power Engineering (Chalmers University), MBA (IMD)
Experience: Owen has been Managing Director of CEC since 2014, when he also took up the appointment to the board, having served as the Company’s Managing Director – Operations since the earlier part of 2013. Prior to his current role, he served as Commercial Director and Chief Operating Officer of the Company. He has over 21 years’ experience in the management and operation of electricity infrastructure and energy markets. He has made significant contribution to the business transformation at CEC.
He is an Executive Director of the Board and sits on the Executive, Nominations, Remuneration and Employee Development, Investment and Risk Committees.
Qualifications: Chartered Management Accountant (UK), MBA (IE Business School) Spain, Fellow of the Zambia Institute of Chartered Accountants
Experience: Mutale was appointed Chief Financial Officer in August 2014. Prior to this, he served as Interim CFO for subsidiary CEC Africa Investments Limited, and also as Regional Head – West Africa based in Abuja, Nigeria. He has led and been involved in a number of Mergers and Acquisitions and or corporate transactions (debt, capital markets, restructuring, acquisitions) across Sub-Saharan Africa in the last nine years. He has previously held senior positions in CEC including as Director, Corporate Finance, Manager, Corporate Finance and Business Planning Head. He is a member of the Executive Committee of the CEC Board.
In his present role, he is responsible for driving financial strategy, investment monitoring, M&A, financial operations, control, tax planning and structuring.
Qualifications: Bachelor of Laws Degree (University of Zambia), Advocate of the High Court and Supreme Court for Zambia, Chartered Arbitrator (United Kingdom)
Experience: Julia is the management head of the in-house Legal Department, which she established in 1997. She is also Company Secretary for CEC. Julia has over 25 years’ experience in Corporate and Commercial law, and has in particular specialised in energy, construction and mining law. Julia has previously held several senior positions in both the private and public sector, including as Management Head of the ZCCM Legal Department on the Copperbelt. Julia is an active member of the Law Association of Zambia and currently sits on the Legal Practitioners Committee and the Electoral Board.
Qualifications: Bachelor of Engineering Degree (UNZA), Diploma in Management Studies (Management College of Southern Africa), Member of the Engineering Institution of Zambia (EIZ)
Experience: Vincent was appointed Chief Projects Officer in June 2019. He has previously held senior positions in CEC including Head-Business Expansion, Director PreCommissioning, Compliance and Quality Manager. In his present role he is principally responsible for managing short and long-term capital projects for the power system and business expansion, equipment replacement, operational efficiency and safety/environmental compliance in line with approved budgets, resources, and project governance standards to underpin business growth and profitability.
Based on previous experience as a consultant, he also plays a role in providing guidance and support for the leadership development, HSE, strategic planning and performance management initiatives in the Company.
Qualifications: Bachelor of Engineering Degree (University of Zambia), MBA (Copperbelt University), Master Level-European Energy Transition (European University Institute, Florence School of Regulation, Robert Schuman Center for Advanced Studies)
Experience: Titus has been serving as Chief Commercial Officer since 2015 and was appointed to the Management Committee of CEC–DRC SARL in 2019. Before his current position, he served as Senior Business Development Manager and later as Commercial Director. His main responsibilities include business development, account management and power trading.
He has extensive experience in business planning, operation and maintenance of high voltage transmission and substation systems in Zambia and has a good understanding of energy markets in the SADC region. From his earlier role as Commercial Director, Titus contributed to the development and growth of the power trading business line of the Company.
Qualifications: BA Public Administration, MBA
Experience: Betty was appointed Chief Human Resources Officer for CEC in July 2023. Prior to joining CEC, she was the Chief Human Resources and Administration Officer at ZAMTEL.
Betty has over 18 years’ experience in high performing industries, with proficiency in strategic human capital management including, change management, performance management, policy formulation and procedure development, pension scheme administration, compensation, compliance, and organisational development.
Qualifications: BEng Degree – Mechanical
Experience: George is the acting Chief Operations Officer for CEC. Prior to his appointment in September 2023, he served as Head Power Plants and Mechanical Systems.
He has served in various roles in CEC including: Head System Maintenance, Emergency Power Manager and Mechanical Manager.
George has over 30 years’ experience in managing power generation plants and the electrical maintenance of primary network equipment, as well as transmission infrastructure.
